This PR updates the ARM64 self-hosted CI workflow to add CUDA 13.2 build/test coverage on Jetson (JetPack 6.x), based on NVIDIA’s CUDA compatibility guidance.

- Extend the ARM64 CI matrix to include CUDA 13.2 for both GCC and Clang host toolchains.
- Add a per-matrix
