German localization

  • Added German culture and ressources for WPF app
  • Added German READMEs for WPF and root directory
  • Tested locally (worked without issues as far as I can tell

@SebastianOehm the German README is incomplete - it completely lacks the CLI getting started sections, build instructions, and credits. Are you able to fix it?
