This PR adds FFmpeg8 to the
linux,linux_cuda, andmacoswheels.Some adjustments were needed to AudioDecoder tests, specifically to the duration_seconds of the
NASA_AUDIO_MP3.I've also added a TODO to support FFmpeg8 on Windows by resolving a bug in the "Test torchcodec import after FFmpeg installation" step.
