add declarative config bridge

copy declarative config bridge from java agent to be used in contrib extensions

This would directly help all issues listed in open-telemetry/opentelemetry-java-instrumentation#14088

We need to figure out how to map

• otel.java.*, e.g. otel.java.experimental.span-stacktrace.filter
• otel.*, e.g. otel.inferred.spans.lib.directory, otel.jmx.service.url
