CHANGE: Remove 2021.3 from CI

Description

In this PR, I:

• removed 2021.3 from supported versions in BaseRecipe.cs and MobileBaseRecipe.cs and regenerated CI, by doing this 2021.3 will be removed from both functional and performance tests on all platforms.
• did some cleanup to .yamato/config.metadata by removing the legacy defines which are not used any more.

Note: 2021.3 still exists in Wrench jobs such as [Validate - inputsystem - 2021.3 - macos], this is expected because 2021.3 is the minimum Editor version of Input package. Wrench needs the 2021.3 jobs for release process.
