uiz_ellipse_circumference
Calculates the circumference of an ellipse.
Takes a the width and height radius of an ellipse (an oval, a stretched circle). The width and height radiusses are just the width of the ellipse divided by 2.

circumference = uiz_ellipse_circumference(widthRadius, heightRadius):
- circumference: The length of the edge of the eclipse if it was stretched out into a line.
- widthRadius: The radius of your circumference in the horizontal direction.
- heightRadius: The radius of your circumference in the vertical direction.
